The Berks County Conservation District, under a Level III delegation agreement with the Pennsylvania Department of Environmental Protection, administers the Erosion and Sediment Pollution Control Program. Staff performs plan reviews, conduct earth disturbance inspections, respond to complaints and provide education on soil and water conservation practices for construction projects.
Water Encroachment Permits (Chapter 105)
Streams, lakes, ponds, wetlands, and other bodies of water are essential to habitat both for people and wildlife. Therefore, activities in or near these features are regulated and in general will require a permit to fill or dig in a stream, put in a pipe or bridge, relocate a waterway, or work in a wetland.
Dirt and Gravel Roads Program
The program, funded by the State Conservation Commission (SCC), focuses on improving unpaved roads in an environmentally positive way while reducing maintenance costs for municipalities. This is accomplished by staff providing education and outreach to municipalities.
