Requirements for Oil and Gas Activities

Chapter 102 regulations define oil and gas activities as “earth disturbance associated with oil and gas exploration, production, processing, or treatment operations or transmission facilities.” Oil and gas activities involving 5 acres or more of earth disturbance over the life of the project require an ESCGP-2 permit. For oil and gas activities involving at least 5,000 square feet of disturbance, but less than 5 acres of disturbance (including anomaly repairs), submit an E&S plan to the Conservation District for review and approval.

All oil and gas transmission and distribution facilities are assigned the review fee for oil and gas activities on the Berks County Conservation District project fee schedule.

All applications involving oil and gas activities submitted to the BCCD must contain these items: A completed Project Application Form, a check for the review fee, and an E&S plan/ESCGP-2 application with supporting documents. Please submit two copies of the E&S plan/ESCGP-2 application and supporting documents.
